In this story, which takes place outside of continuity, we follow a minister named Norman McCay as he navigates through a world where the superheroes of old have adandoned humanity and a new, more destructive generation of superheroes have arised. McCay, an old man with no metahuman abilities whatsoever, receives visions of the end of the world from his now deceased friend Wesley Deeds, a.k.a. the Sandman. McCay is then approached by an entity known as the Spectre, and the two of them travel around the world in order to monitor what the superheroes are doing. Meanwhile, Superman returns after a decade of hiding and decides that the new generation of superheroes must be stopped, gathering allies for his cause while Batman tries to stop him from going too far.
